v INTRODUCTION
Ø As
you know that there are three level of Government.
§ Central
Level- Union Government
§ State
Level- State Government
§ Local
Level- Local government
v PANCHAYATI
RAJ
Ø Local
government also in two different areas- rural areas and Urban areas.
§ Rural
Local Government is known as Panchayati raj in our country.
§ Urban
local government is known as Municipalities.
Ø In
this lesson we will come to know about the structure of Panchyati raj, its
function, its work, source of income, its role etc. These come to know through a
description of a meeting held in a village Hathras.
v GRAM
SABHA:
Ø A
body of all persons who are eligible to put vote are called as gram sabha.
Their names are registered in the electoral rolls (voting list).
Ø The
presiding officer of the Panchayat is known as the Sarpanch/Pradhan /Mukhiya.
Ø The
meetings of gram sabha are held regularly in every three months.
v ROLE
OF GRAM SABHA
Ø Gram
Sabha is very important institution as it gives an opportunity to each voter to
take part in the decision-making process.
Ø Gram
sabha provide the best opportunity of decentralized governance as well as in
planning and development.
Ø Gram
Sabha prevents the Panchayat from doing wrong things like misusing money.
Ø It
plays an important role in keeping an eye on the elected representatives and in
making them responsible to the persons who elected them.
Ø Gram
sabha works as the social audit of Panchayat functioning, ratification of
Panchayat accounts, balance sheets, identification and approval of
beneficiaries, and supervisory and regulatory functions.
v THREE LEVELS OF PANCHAYATS
v GRAM
PANCHAYAT
Ø The
executive body of Gram sabha is known as Gram Panchayat.
Ø It
is lowest level of panchayat raj at village level.
Ø It
included Sarpanch, Ward Members (Panchs) and the Secretary. The secretary is
appointed by the government. He called meeting of gram sabha and record their
work.
v ELECTIONS
OF GRAM PANCHAYAT
Ø The
election of gram panchayat is held in every five years.
Ø For
the election village or group of village (Panchayat) divided into small units
know as Wards.
Ø From
each ward one member is elected by the people of wards is known as Panch.
Ø The
head of panchayat is known as sarpanch. He/ she is elected by all people of a
panchayat. He is the chairperson of all gram sabha meetings.
v FUNCTION
OF GRAM PANCHAYAT
Ø The
construction and maintenance of water sources, roads, drainage, school
buildings and other common property resources.
Ø Levying and collecting local taxes.
Ø Executing
government schemes related to generating employment in the village.
v SOURCES OF FUNDS FOR THE PANCHAYAT
Ø Collection
of taxes on houses, market places etc.
Ø Government
scheme funds received through various departments of the government – through
the Janpad and Zila Panchayats.
Ø Donations
for community works etc.
v PANCHAYAT SAMITI:
Ø Panchayati
raj at block level is called the Janpad Panchayat or the Panchayat Samiti.
Ø It
is formed by many Gram Panchayats under it.
Ø Head
of panchayat samiti is known as Pradhan. Block development Officer (BDO)
is executive officer.
v DISTRICT PANCHAYAT (ZILA PARISHAD)
Ø Highest
tier of gram panchayat at district level is known as Zila Parishad or District
panchayat.
Ø Zila
Pramukh is the head of Zila Parishad. District Collector is
the executive head of Zila Panchayat.
